The SIU was established in July 2001 through the presidential proclamation with an aim of conducting independent investigations into graft and organized crime at the President's request, and it will directly report to President and the Parliament on the outcomes.President Jacob Zuma has ordered the SIU to investigate possible corruption in five departments of the northern province of Limpopo, the South African main newspaper Business Day reported on Friday.The SIU said on Friday it will immediately dispatch a significant number of people to start its investigation, which will be focused on the maladministration in the provincial departments, such as cash, supply chain, contract management and the budget implementations.They will also probe into the causes of the maladministration in the health, infrastructure, education and the provincial treasury, said the SIU.The investigators have been mandated to look into unlawful conducts by officials and employees in the provincial departments, including the illegal appropriation or expenditure of state property, illegal acquisition of state property and the intentional or negligent loss of public money or damage to public property, according to the SIU.The SIU will make an effort to cooperate with other bodies involved in the intervention, such as the Directorate for Priority Crime Investigation, the National Prosecuting Authority and the Financial Intelligence Center as well as the South African Avenue Service."The current government has placed greater emphasis on combating corruption, which could be illustrated by the Presidency declaring the fight against corruption as a key priority in the year ahead," the National Prosecuting Authority's Deputy National Director of Public Prosecutions Willie Hofmeyr said a month ago."Nearly 400 suspected swindlers are being investigated, including prominent politicians and businessmen," he said."The South African government has set a target of sending 100 corrupted officials charged with unlawful assets exceeding five million rands to prison by 2014," said he.However, corruption is rampant everywhere in South Africa, and the anti-corruption will face many challenges in the country.A year ago, as former head of the SIU, Hofmeyr once told Parliament's portfolio committee, "We have received a flood of new cases about the corruption, and some of them are very big."In February, he warned though significant progress had been made in combating corruption, the anti-corruption combat in this country could only be successful if there are more close co- operations across all governing spheres.ACDP leader Meshoe also stressed on Saturday one of the prerequisites to an efficient and effective government is that corruption must be controlled, and the capacity of the SIU and other law enforcement bodies should be enlarged."Some more measures should be taken for boosting anti- corruption efforts, such as strengthening state auditing and protecting tippers," said Meshoe.
UNITED NATIONS, March 19 () -- Negotiations on the outcome document for Rio+20 resumed here on Monday, with countries advancing many new proposals that will shape the direction of how the world can move the sustainable development agenda forward, UN officials said here.Countries have submitted additional comments since the initial round of negotiations for the Rio+20 outcome document began in January. The "zero draft" of the outcome document, entitled "The Future We Want," was based on more than 6,000 pages of submissions from UN member states, civil society groups, businesses and others.The current round of negotiations will run through March 27, and is expected to hone the document further, the officials said.In addition to the proposals by countries, the UN Secretary- General's High-Level Panel on Global Sustainability has made 56 recommendations to advance sustainability, including a recommendation to move toward a "new political economy" that would change the way the world measures economic progress to include social and environmental externalities."The reason we are gathering here now is because at Rio+20 we must agree on solutions to major global challenges for the sake of everyone, with an eye towards tomorrow's generations," Rio+20 Secretary-general Sha Zukang said. "Rio+20 can be the moment when we say we determined the future we want. I urge everyone to realize the opportunities afforded at Rio+20 and to seize them now. "More than 100 presidents and prime ministers, along with thousands of business CEOs, parliamentarians, mayors, UN officials, NGO leaders, academics, renowned artists and representatives from many other groups will gather at Rio+20, or the UN Conference on Sustainable Development, to be held on June 20-22 this year.Some 50,000 people are expected to participate in the conference, with thousands more expected in Rio de Janeiro in the lead-up to and at the time of the event.The negotiations for Rio+20 will lead to major decisions by government leaders and others that will set the global agenda for reducing poverty, advancing social equity and ensuring environmental protection.Organizers say Rio+20 provides the opportunity to move forward on solutions to address urgent global challenges, such as lack of access to energy and water, unemployment, widening inequalities, technological gaps, rapid urbanization, food insecurity, overfishing and polluted oceans.Helping countries and communities move toward a green economy while accelerating efforts to eradicate poverty and promote sustainable development will be a key issue for Rio+20 discussions. Countries will also be considering measures to improve the effectiveness of global institutions that support sustainable development.A process to launch a set of Sustainable Development Goals has been a priority in preliminary negotiations. The proposed goals, which would need further finalization, would act as a series of benchmarks for countries to follow and achieve a range of targeted outcomes to advance sustainable development within a specific time period."For a sustainable future, we need actions that are bold and transformative at all levels, and these steps in negotiating ahead of Rio+20 are vital to ensuring that we get results and commitments at Rio+20 for the benefit of everyone and our planet," Sha said.The negotiations are divided into a round of "informal" negotiations, slated for March 19-23, and an intersessional meeting on March 26-27.The next steps for finalizing the Rio+20 outcome document will occur during a negotiating session to be held in New York from April 23 to May 4, with a final round taking place in Rio from June 13-15.
